Establishes a 22-member commission to identify historical findings and study reparation proposals for African American and American Indian Minnesotans.

Governor appoints commission members by July 1, 2020, in consultation with the Council for Minnesotans of African Heritage and the Indian Affairs Council, considering applicants' academic training, life experiences, and history of civic engagement.

First commission meeting must be convened by the governor no later than August 1, 2020; commission members serve until work is complete and receive compensation per Minnesota Statutes section 15.0575, subdivision 3.

Legislative Coordinating Commission must provide administrative staff assistance; legislative staff and state agencies must provide research assistance and cooperate with information requests within available resources and legal limits.

Commission must submit report on findings and recommendations to the governor and legislature no later than January 15, 2022, and expires upon submission of the report.
