Authorizes the City of St. Paul and Independent School District No. 625 to negotiate collective bargaining agreements allowing contributions to multiemployer pension plans for building and construction trades employees on the basis of hours worked or paid.

Requires multiemployer plan provisions in agreements entered after July 1, 2020 to include the employer identification number and plan number unique to each plan.

Excludes trades employees hired on or after July 1, 2020 from participating in the Public Employees Retirement Association (PERA), unless employers contribute to both PERA and multiemployer plans under specified conditions.

Allows grandfathered trades employees (those with employer contributions to PERA and multiemployer plans before June 30, 2020) to continue dual participation in PERA and multiemployer plans without restrictions.

Requires employers negotiating agreements covering grandfathered trades employees to submit annual reports to the Legislative Commission on Pensions and Retirement within 60 days of fiscal year end, detailing the number of such employees by labor organization.
