Amends Minnesota Statutes section 353.01, subdivision 2b to reorganize and renumber exclusions from PERA coverage for public employees, consolidating numbered categories (1)-(24) into a streamlined list.

Reorganizes building and construction trades employee exclusions by renumbering subsections (i)-(vii) to clarify coverage rules for pipefitters, electrical workers, plumbers, carpenters, bricklayers, and laborers employed by St. Paul, Minneapolis, and other government units with collective bargaining agreements.

Adds new exclusion category (vii) for trades employees first hired on or after July 1, 2020, by St. Paul or Independent School District No. 625, except those covered by multiemployer plans under section 356.24, subdivision 1, clauses (8), (9), or (10).

Repeals Minnesota Statutes 2018, section 356.24, subdivision 2, which previously required legislative authorization for changes to supplemental pension plan benefits or employer contributions made after May 6, 1971.

Both sections take effect the day following final enactment.
