Removes the provision that a Tier 1 license does not bring an individual within the definition of a teacher under Minnesota Statutes section 179A.03, subdivision 18.

Adds a new pathway for Tier 3 licensure: three years of teaching experience under a Tier 2 license with evidence of satisfactory summative teacher evaluations that did not result in placement on an improvement process.

Allows candidates with two years of teaching experience to waive the field-specific student teaching requirement for Tier 3 licensure when completing a state-approved teacher preparation program.

Maintains existing Tier 1 license limitations to specified content matter and the requesting district or charter school, while clarifying it does not satisfy certain teacher definition requirements under sections 122A.40 and 122A.41.
