Expands the definition of "metropolitan area" for 911 emergency services from nine counties to ten counties by adding Isanti County to the existing counties of Anoka, Carver, Chisago, Dakota, Hennepal, Ramsey, Scott, Sherburne, and Washington.

Updates the "first phase" of the regionwide public safety radio communication system to serve the ten-county metropolitan area instead of nine counties.

Redefines "Greater Minnesota" as the area of the state outside the ten-county metropolitan area served by the first phase.

Modifies the Statewide Radio Board membership to reference the ten-county metropolitan area in all applicable positions representing city officials, county officials, sheriffs, police chiefs, fire chiefs, and emergency medical service providers.

Changes the reference from "regional radio board for the metropolitan area" to "Metropolitan Emergency Services Board" in the Statewide Radio Board membership section.
