Adds Internet-based driver education programs as an approved option for classroom instruction required to obtain an instruction permit for applicants ages 15-17 in Minnesota.

Establishes requirements for online driver education programs including toll-free customer support, secure server storage with data breach protection and regular backups, and ability to update course content uniformly statewide.

Requires online classroom instruction to incorporate accountability features to verify student identity, measure time spent on each course section, use rotating quiz pools, and provide performance outcome measurement tools.

Effective June 1, 2021 for all provisions related to online driver education programs and instruction permit requirements.
