Commissioner of Public Safety may enter into agreements with Minnesota State Colleges and Universities and University of Minnesota Board of Regents to appoint temporary driver's license agents to assist with REAL ID Act implementation.

Temporary agreements must include background checks, hiring and training of temporary employees, facility use, equipment lease or purchase, fee collection, and establish one or more temporary offices throughout the state.

Temporary driver's license agents may retain filing fee revenue if expended only for direct administrative costs to implement driver's license agent functions.

Authority to operate temporary driver's license agents expires June 30, 2021.

Commissioner must submit a report by August 1, 2020 detailing the agreements and REAL ID Act conformity implementation to legislative committees with jurisdiction over transportation policy and finance; appropriation from general fund available for three years after fiscal year 2020.
