Prohibits construction of schools on land located within one-quarter mile of a dump site or closed landfill.

Requires schools already located within one-quarter mile of a dump site or closed landfill to provide annual written notice by regular mail at least 60 days before the school year begins to parents and employees.

Notice must include a statement of the school's proximity to the dump site or landfill, a to-scale map showing the school grounds and dump site or landfill perimeter, and available information on years of operation, waste volume and type, contamination levels, and mitigating actions.

Exempts schools from the prohibition and notice requirements if soil testing by an independent contractor shows contamination levels below the Pollution Control Agency's screening and reference values and methane concentration is below 0.5 percent by volume, and the agency issues written confirmation of safe conditions.

Applies to public schools and charter schools; effective July 1, 2019.
