Modifies placement requirements for temporary vehicle permits by changing from "posted upon the driver's side of the rear window on the inside of the vehicle" to "affixed to the rear of the vehicle where a license plate would normally be affixed, and plainly visible"

Allows 60-day temporary permits to be displayed on vehicles with expired registration when plates have been applied for, registration taxes and fees are paid in full, and the vehicle is either a collector vehicle or issued a 21-day permit

Updates 31-day nonresident temporary permits to require display "affixed to the rear of the vehicle where it is plainly visible" instead of on the left side of the inside rear window

Updates 21-day resident temporary permits to require display "affixed to the rear of the vehicle where a license plate would normally be affixed, and plainly visible" instead of on the left side of the inside rear window

Effective January 1, 2021, or upon initial deployment of the replacement motor vehicle title and registration information system, whichever is earlier
