Expands the Concurrent Enrollment Teacher Partnership to include other interested Minnesota State Colleges and Universities beyond the original Northwest Regional partnership structure.

Establishes Lakes Country Service Cooperative as the fiscal host for the Concurrent Enrollment Teacher Partnership program.

Appropriates $4,000,000 for concurrent enrollment aid in fiscal years 2020 and 2021, with a base of $3,375,000 for fiscal years 2022-2023 and $4,000,000 for fiscal year 2024 and thereafter.

Appropriates $1,775,000 and $375,000 for the statewide concurrent enrollment teacher training program in fiscal years 2020 and 2021 respectively, with a base of $1,000,000 for fiscal years 2022-2023 and $375,000 for fiscal year 2024 and thereafter.

Modifies program support to include funding for course development, scholarships, and per-credit educator stipends to incentivize teacher participation in the continuing education program for up to 18 credits in postsecondary subject areas.
