School districts must identify all students not reading at grade level by the end of kindergarten, grade 1, and grade 2, and screen them for dyslexia characteristics using locally determined methods.

Students in grade 3 or higher who demonstrate reading difficulties to classroom teachers must be screened for dyslexia characteristics unless a different reason for the difficulty has been identified.

Reading assessments in English and predominant district languages where practicable must identify students' literacy needs; districts must monitor progress and provide appropriate reading instruction for English learners using locally adopted, developmentally appropriate, and culturally responsive assessments.

Districts must annually report to the commissioner by July 1 a summary of screening efforts, including the number of students screened for dyslexia and the number demonstrating dyslexia characteristics.

Students identified under these requirements must be provided alternate instruction under Minnesota Statutes section 125A.56, subdivision 1; this section is effective for the 2020-2021 school year and later.
