Requires Metropolitan Council to post meeting agendas for all public meetings and advisory board meetings to its website at least three calendar days before the meeting, to the extent practicable.

Mandates that all public Metropolitan Council and advisory board meetings be digitally recorded in audio or video format.

Requires meeting recordings to be posted to the Metropolitan Council's website within two working days of the meeting at the Council's expense.

Specifies that recordings must remain available on the website for at least three years after the date of the meeting.

Amends Minnesota Statutes 2018, section 473.123, by adding a new subdivision addressing transparency and public access requirements.
