Amends Minnesota Statutes section 216C.054 to change the transmission adequacy report frequency from annually to every odd-numbered year by January 15, and clarifies the commissioner of commerce must submit the report in consultation with the Public Utilities Commission.

Requires the transmission adequacy report to describe electric transmission infrastructure needed over the next 15 years, identify barriers to meeting those needs, and make legislative recommendations to overcome barriers.

Specifies the transmission report must be based on best available information and utilize existing data possessed by the commissioner, Public Utilities Commission, and Office of Energy Security without requiring original research.

Amends Minnesota Statutes section 237.55 to change the annual telecommunications access report deadline from January 31 to March 1 each year, submitted to the Public Utilities Commission.

The telecommunications access report must review accessibility of services for persons with communication disabilities, describe services provided, and account for revenues and expenditures for each fund aspect.
