Requires Commissioner of Human Services to obtain quarterly lists of new sanctions from 14 state licensing agencies and review licensing data at least every four months to identify new disciplinary actions against studied individuals.

Mandates courts provide study subjects with privacy notice and establish rights including notification of the study, access to results, and ability to challenge accuracy of information contained in background study results.
