Prohibits peer-to-peer online payment services from suspending, closing, freezing, limiting access to, or canceling transactions for users who are industrial hemp manufacturers or businesses licensed or authorized under Minnesota law, solely based on their business type, stated activity, or hemp products sold.

Allows peer-to-peer online payment services to still suspend accounts or cancel transactions if an industrial hemp manufacturer or business violates other provisions of the service's user agreement or terms of service.

Defines "industrial hemp manufacturer or business" as a person licensed under section 18K.04 or authorized under section 18K.03 to cultivate, process, or sell industrial hemp.

Defines "peer-to-peer online payment service" as a web- or mobile-based application connected to a user's bank account, debit card, or credit card that enables direct money transfers between users.

Subjects peer-to-peer online payment services that violate these prohibitions to enforcement action under Minnesota Statutes section 8.31.
