Amends the special liquor license for the city of Sartell to clarify the address of Champion Field St. Cloud Orthopedics Field from 710 to 802 12th Street North.

Authorizes the city of Sartell to issue on-sale intoxicating liquor, wine, or malt liquor licenses for three city-owned facilities: Sartell Community Center (850 19th Street South), Pinecone Central Park (1105 Central Park Blvd), and Champion Field St. Cloud Orthopedics Field (802 12th Street North).

Permits alcohol sales on all days of the week to persons attending events at these facilities, notwithstanding any law, local ordinance, or charter provision.

Designates the city of Sartell as the licensee and applies provisions of Minnesota Statutes sections 340A.603 and 340A.604 as if the facilities were a municipal liquor store.

Becomes effective upon approval by the Sartell City Council and compliance with Minnesota Statutes, section 645.021.
