Prohibits manufacturers, wholesalers, and retailers from selling or offering for sale bottled water in Minnesota.

Defines "bottled water" as water in a formed or molded plastic container holding one gallon or less when full and sealed.

Includes natural spring water, municipal water, purified water, mineral water, carbonated water, and water with added chemicals or flavorings in the definition of water.

Establishes a civil penalty of $50 per prepackaged unit offered for sale, with a maximum penalty of $500 per violation, and allows for injunctive relief.

Takes effect on January 1, 2021.
