Expands the definition of "medical cannabis" to include whole plant extracts and resins delivered as liquid, pills, vaporized methods using liquid or oil (excluding smoking), or other commissioner-approved methods.

Allows unprocessed cannabis plant parts to be possessed by registered manufacturers and contracted laboratories while performing employment duties necessary to comply with medical cannabis program requirements.

Permits manufacturers to acquire hemp from hemp growers as part of the medical cannabis definition.

Removes the commissioner's authority to unilaterally add new delivery methods, requiring instead notification to legislative health and public safety committee chairs and ranking minority members by January 15, with changes effective August 1 unless legislature acts otherwise.

Maintains commissioner authority to add or modify qualifying medical conditions based on best available evidence and research, subject to the same legislative notification and effective date requirements as delivery method changes.
