Establishes the "Lorax Act" prohibiting deforestation of forest land unless replacement forest with equal or greater public value is approved by the commissioner of natural resources.

Requires forest land replacement plans to follow three principles in priority order: avoiding forest impacts, minimizing impacts, and compensating for impacts through replacement.

Mandates one-to-one acre replacement ratio with replacement prioritized in the same minor watershed, then watershed, basin, or another basin as the impacted forest.

Replacement plans must specify tree species, sizes, quantities, planting methods, location maps, and appropriate species for climate resiliency as approved by the commissioner.

Appropriates unspecified general fund amount in fiscal year 2021 to the commissioner of natural resources for implementing the Lorax Act; exempts forest land deforested as part of commissioner-approved conservation projects.
