$10,000,000 appropriated from the state transportation fund bond proceeds account to the commissioner of transportation for a grant to the city of St. Paul for the eastbound Kellogg Boulevard bridge replacement project (bridge number 90378).

Project scope includes predesign, design, engineering, and construction of the replacement bridge, plus reconstruction and replacement of associated Kellogg Boulevard bridge approach roadways and retaining walls between West Seventh Street and Market Street, including the Exchange Street viaduct.

Appropriation contingent on the commissioner of management and budget confirming that $12,800,000 total project funding has been committed from other sources before funds become available.

Commissioner of management and budget authorized to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
