Changes the Lessard-Sams Outdoor Heritage Council requirement to "must" (instead of "may") work with the Clean Water Council to identify projects consistent with both the outdoor heritage fund and clean water fund purposes.

Requires the Lessard-Sams Outdoor Heritage Council to "must" (instead of "may") work with the Clean Water Council and Legislative-Citizen Commission on Minnesota Resources when developing council recommendations.

Requires the Clean Water Council to work with the Lessard-Sams Outdoor Heritage Council and Legislative-Citizen Commission on Minnesota Resources in developing the council's recommendations.

Requires the Legislative-Citizen Commission on Minnesota Resources to work with both the Lessard-Sams Outdoor Heritage Council and Clean Water Council in developing the commission's recommendations.

Mandates a joint report by February 1, 2021 from all three entities detailing coordination measures, statutory changes needed for better water-quality outcomes, and steps to ensure funding proposals advance goals of the other entities.
