Appropriates unspecified funding from the general fund in fiscal year 2021 to the Pollution Control Agency to establish a third-party broker program for water quality trading between pollutant discharge permittees and other participants in pollutant offsets.

Requires the commissioner of the Pollution Control Agency, in consultation with the University of Minnesota, to review existing water quality trading arrangements in other states and design and implement the program.

Commissioner must submit a report by January 15, 2021 to legislative committee chairs and ranking minority members with jurisdiction over environment, natural resources policy, and finance detailing program implementation status and recommendations for necessary statutory changes.

Designates the appropriation as a onetime funding allocation.
