Appropriates $3,600,000 from the bond proceeds fund to the commissioner of natural resources for improvements to state forest nursery facilities at Badoura.

Funds projects include predesign, design, renovation, and construction of improvements to seed extractor and cooler storage facilities, construction of a new cooler storage facility, and energy efficient upgrades to heating, ventilating, and cooling systems.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,600,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Becomes effective the day following final enactment.
