Eliminates background check requirements for driver's license agents and Department of Public Safety employees, effective the day following final enactment.

Extends documentation validity periods for residence verification from 90 days to 12 months for utility bills, financial statements, employment pay stubs, unemployment benefits, and housing facility statements.

Adds cellular phone bills and game and fish licenses as acceptable forms of residence documentation.

Clarifies that insurance documents must be current policies or cards rather than proof of insurance cards.

Appropriates $2,709,000 from the vehicle services operating account in fiscal year 2020 to hire temporary or contract employees to reduce driver's license and identification card issuance time to no more than 45 days by December 31, 2020; funds available until June 30, 2021.
