Appropriates unspecified funds in fiscal year 2021 to the Pollution Control Agency to develop a statewide plan to reduce chloride contamination in state waters and require annual reporting of salt use by state agencies and local governments.

Appropriates unspecified funds in fiscal year 2021 to the Pollution Control Agency to provide training in best practices for reducing chloride contamination in state waters.

Appropriates unspecified funds in fiscal year 2021 to the Board of Regents of the University of Minnesota to analyze costs, benefits, and feasibility of alternatives to chloride-contributing chemicals, centralized water softening at drinking water treatment plants, restricting water softener sales that cannot reduce salt usage, and other viable reduction methods.

Requires the Board of Regents to quantify all significant sources of chloride in state waters as part of the analysis.

Requires submission of all materials developed under these sections to chairs and ranking minority members of the house and senate committees with jurisdiction over environment and natural resources policy by January 15, 2021.
