License holders must document the first date background study subjects have direct contact with persons served, except for family child care and family foster care provided in the license holder's residence, effective August 1, 2020.

Child foster care license holders and adult household members must remain free from substance use problems and immediately notify the licensing agency of health changes, substance use problems, or child removals, effective January 1, 2021.

Programs serving children under eight years old must complete training on proper use and installation of child passenger restraint systems, repeated every five years, with emergency relative placements allowed a variance for child seat safety checkups, effective January 1, 2021.

Creates new training requirements for family child foster care providers including minimum six hours of orientation, two hours of mental health training, child passenger restraint systems training, sudden infant death prevention training, and 12 hours of annual continuing education.

Creates new training requirements for foster residence setting staff (non-home based) including six hours of orientation, two hours of mental health training, and 18 hours of annual in-service training for full-time direct care staff, effective January 1, 2021.
