Amends Minnesota Statutes 2019 Supplement, section 169.14, subdivision 5h to authorize counties to establish speed limits for county highways without conducting an engineering and traffic investigation.

Allows counties to set speed limits other than those provided in subdivision 2, matching existing authority previously granted only to cities for city streets.

Requires any political subdivision establishing speed limits under this authority to implement changes consistently and understandably, erect appropriate signage, and develop procedures based on safety, engineering, and traffic analysis.

Mandates that speed limit analyses must consider national urban speed limit guidance and studies, local traffic crashes, pedestrian safety, and methods to effectively communicate changes to the public.

Prohibits cities from setting speed limits on county highways, town roads, or trunk highways, and prohibits counties from setting speed limits on city streets, town roads, or trunk highways.
