Establishes a special revenue account in the state treasury for nondedicated transportation permit fees collected under section 169.86, subdivision 5, excluding one specified fee.

Creates a loan fund in the state treasury to secure federal loans under the Transportation Infrastructure Finance and Innovation Act (TIFIA), with loan repayment limited to revenues appropriated to the fund and investment income, not pledging state's full faith and credit.

Directs all nondedicated transportation permit fees to be credited to the special revenue account and transferred to the loan fund during any period a federal loan is outstanding; excess funds transfer annually to the trunk highway fund.

Authorizes the commissioners of transportation and management and budget to enter into covenants and agreements with federal loan holders, including provisions to seek increased permit fees while the loan is outstanding.

Requires the commissioner of transportation to submit a report upon project completion detailing the financing mechanisms used, effectiveness analysis, and recommendations for future federal financial assistance participation.
