Increases the project cost threshold for designer selection board review from $2,000,000 to $4,000,000 for construction projects and from $200,000 to $400,000 for planning projects.

Establishes automatic threshold adjustments every five years beginning in 2025, based on the Means Quarterly Construction Cost Index inflation rate, rounded to the nearest ten-thousandth dollar.

Adds language allowing consultants or contractors to proceed with supplemental work on building appropriation projects before funds are encumbered, while requiring agencies to immediately act to encumber required funds.

Applies the increased cost thresholds to both general state agencies and higher education institutions (University of Minnesota and Minnesota State Colleges and Universities).
