Establishes a city climate action grant program administered by the Pollution Control Agency commissioner to provide grants to cities for developing climate action plans or creating organizations to mitigate climate change impacts and reduce greenhouse gas emissions.

Eligible applicants include city governments, 501(c)(3) tax-exempt organizations, and educational institutions located in or conducting primary work in the city where grant activities occur.

Maximum grant amount is $50,000, with matching fund requirements of 100 percent for cities over 20,000 population and minimum 5 percent for cities under 20,000 population.

Commissioner must give preference to proposals involving broad community participation and must develop application procedures; appropriations fund only grants and reasonable agency administration expenses.

Appropriates $5,000,000 from the general fund in fiscal year 2021 as a one-time allocation available through December 31, 2022.
