Independent School District No. 709, Duluth must develop a plan to sell Historic Old Central High School and document current operating costs, expected 20-year maintenance costs, and alternatives for programs and staff currently located there.

The plan must identify potential building projects including new administrative space, transportation maintenance facilities, road and infrastructure improvements, and site preparation or demolition of the 1971 Duluth Central High School facility.

The school board must hold a public hearing at least 30 days before submitting the plan to the Commissioner of Education, who must approve it if it will yield financial, student, and staff efficiencies.

The district may issue general obligation bonds not to exceed $31,500,000 to finance the approved school facility plan, with debt service treated as debt service revenue under Minnesota Statutes section 123B.53.

The district must submit biennial reports on February 15 of each even-numbered year to the Commissioner of Education and legislative committees with jurisdiction over education finance detailing outcomes and efficiencies achieved.
