Redefines "small amount" of marijuana as 42.5 grams or less of cannabis flowers, or 8 grams or less of nonflower cannabis mixtures, effective August 1, 2020.

Prohibits the weight of fluid used in water pipes from being counted when determining marijuana mixture weights, and excludes fluid weight from other substance mixtures unless they contain four or more fluid ounces of fluid.

Authorizes expungement of records for persons convicted of marijuana possession violations that occurred before August 1, 2020, where the violation would constitute a petty misdemeanor under the new law.

Eliminates automatic driver's license revocation for low-level marijuana offenses; courts must now determine whether controlled substances were unlawfully possessed or sold while driving a motor vehicle before ordering any license revocation.

Applies all modifications retroactively to crimes committed on or after August 1, 2020, and permits juvenile offenders to petition for record expungement under the same standards as adults.
