Removes "school district" from the list of political subdivisions excluded from voter petition requirements for state auditor examinations, allowing school district voters to petition for audits under the same general provisions as other political subdivisions.

Establishes new signature requirements for school district audit petitions: the greater of either 10 eligible registered voters per 50 resident pupils in average daily membership or a minimum of 10 eligible registered voters.

Creates new subdivision 2a granting the state auditor authority to determine whether a petition presents issues appropriate for audit and to set the scope and time period of examinations, limited to six years unless extended for bond recovery purposes.

Makes public data the state auditor's determination that a petition presents appropriate audit issues and the fact that an examination is occurring, with specified exemptions under section 6.715, subdivision 2.

Clarifies certification procedures requiring the county auditor (or town clerk for town audits) to certify petition signatures or voter approval before presentation to the state auditor.
