$3,000,000 appropriated from the general fund in fiscal year 2021 to the commissioner of transportation for public outreach, negotiations with Burlington Northern Santa Fe Railway, equipment identification, and ridership and revenue studies for extending Northstar commuter rail between Big Lake and St. Cloud.

$3,000,000 appropriated from the bond proceeds fund to the commissioner of transportation for preliminary engineering and environmental work to extend Northstar commuter rail between Big Lake and St. Cloud.

Commissioner of management and budget authorized to sell and issue up to $3,000,000 in state bonds to provide funding from the bond proceeds fund, according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
