Modifies Medicare supplement plan requirements by amending outline of coverage delivery provisions to include policy copies at time of application and before premium payment.

Expands protections against coverage denial and pricing discrimination for individuals enrolling in Medicare-related coverage during the initial six-month enrollment period, and extends protections to individuals who later become eligible after disability status loss or voluntary disenrollment from employee benefit plans.

Requires health carriers to accept applicants for Medicare-related coverage at all times throughout the year in Minnesota, applying to both age-based and disability-based Medicare enrollees.

Modifies extended basic and basic Medicare supplement plans to clarify coverage provisions for hospitalization, skilled nursing facility care, preventive services, hospice care, and home health services, with specific limits on preventive care reimbursement of $120 annually.

Repeals previous guaranteed issue provisions for eligible persons and becomes effective August 1, 2020, for Medicare supplement plans offered, renewed, or issued on or after that date.
