HF 4052 Summary

• Enacts the Nurse Licensure Compact into Minnesota law, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) licensed in their home state to practice in other party states under multistate licensure privilege.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, coordinate licensure information systems, and enforce compact rules across participating states.

• Requires applicants for multistate licenses to meet qualifications including approved nursing education, passing NCLEX exams, criminal background checks, and having no felony convictions or nursing-related misdemeanor convictions.

• Grants state licensing boards authority to take adverse actions against nurses' multistate privileges, with only the home state able to take action against the nurse's primary license; adverse actions must be reported to the coordinated licensure information system.

• Appropriates funding from the state government special revenue fund to the Board of Nursing for implementation, effective no sooner than July 1, 2020.
