Authorizes Pollution Control Agency commissioner to acquire real property interests (fee title or easements) at priority qualified facilities by donation or eminent domain to ensure completion and long-term effectiveness of environmental cleanup actions.

Establishes lien provisions allowing state to recover environmental response costs and increases in property value from owners/operators, with liens continuing up to six years after cleanup completion and taking precedence over other liens for permitted properties.

Sets damages formula for eminent domain condemnation based on "before-market value" (property value minus remediation costs) rather than standard market value, with provision to reimburse owners if actual cleanup costs exceed estimated costs.

Authorizes commissioner to acquire property interests at closed solid waste disposal facilities to implement activity and use limitations related to closure, postclosure care, and post-closure actions.
