Amends Minnesota Statutes section 16A.28, subdivision 3, to add restrictions on policy provisions in appropriation bills that fund multiple departments and agencies.

Prohibits appropriation bills that fund multiple departments and agencies from permanently adding to or modifying Minnesota Statutes.

Any provision in a multi-department/agency appropriation bill that attempts to modify statutory law automatically expires at the end of the fiscal biennium in which it is enacted.

Effective July 1, 2019, and applies to all appropriation bills enacted on or after that date.
