Department of Agriculture commissioner, in consultation with the commissioner of labor and industry, shall develop guidance, instructions, and materials for farm workplace safety and health consultants to perform required on-site safety surveys for employers applying for assigned risk safety account loans or grants.

Expands eligible survey conductors to include Minnesota Department of Agriculture consultants qualified in farm workplace safety and health, in addition to existing occupational safety and health investigators, Department of Labor and Industry consultants, in-house safety committees, workers' compensation underwriters, private safety consultants, and assigned risk plan contractors.

Maintains existing eligibility requirements that employers must have workers' compensation insurance through the assigned risk plan, from a penalized insurer, or be self-insured to qualify for grants or loans.

Requires that on-site safety surveys recommend specific safety practices or equipment designed to reduce the risk of illness or injury to employees.
