• Reestablishes the Council on Local Results and Innovation with 11 members including the state auditor, appointees from House and Senate tax committees, and representatives from county and city associations, effective retroactively from December 31, 2019.

• Modifies council duties to evaluate annually and revise performance measures for counties and cities rather than developing measures by February 2011, with at least ten measures for each jurisdiction type.

• Requires participating local governments to hold citizen workshop meetings between August 15 and September 15 annually to select at least ten performance measures, identify one needing improvement, and report results to the state auditor by July 1.

• Establishes tiered per capita reimbursement structure beginning in 2021: counties receive $4 per capita (up to $20,000) for populations under 10,000; cities receive $8 per capita (up to $2,000) for populations under 500.

• Appropriates $6,000 annually to the state auditor and necessary funds to the commissioner of revenue to support program administration and reimbursements.
