Adds identification issued by a United States territory to the list of acceptable forms of proof of age for purchasing or consuming alcoholic beverages in Minnesota.

Acceptable proof of age now includes valid driver's licenses or identification cards from Minnesota, another state, a United States territory, or a Canadian province, provided they include photograph and date of birth.

Maintains existing defenses for retailers and municipal liquor stores who reasonably and in good faith relied upon authorized proof of age when selling alcoholic beverages.

Preserves authority for licensed retailers and municipal liquor stores to seize identification they have reasonable grounds to believe has been altered, falsified, or is being used to violate any law, with delivery to law enforcement required within 24 hours.

Takes effect July 1, 2020.
