Establishes a patient insulin assistance program to be implemented by July 1, 2020, providing emergency insulin and ongoing supply options for eligible Minnesota residents with family income at or below 400% of federal poverty guidelines.

Creates an emergency insulin program requiring MNsure to process applications within 5 business days and pharmacies to dispense 30-day supplies for a $75 co-payment, with manufacturers reimbursing pharmacies for acquisition costs.

Requires health care practitioners (primary care physicians and endocrinologists) to participate in the program by submitting patient orders to insulin manufacturers, who must provide 90-day supplies at no charge to patients or practitioners.

Mandates health plans and insurers to notify enrollees in writing at least 90 days before dependent child coverage ends at age 26, including the coverage end date and information on accessing MNsure.

Appropriates $250,000 each in fiscal year 2020 for public awareness campaign and navigator training, with implementation funding amounts to be determined, and sunsets the program December 31, 2023.
