Establishes a $10 fee for taking a third or subsequent knowledge test after failing two consecutive knowledge tests, effective July 1, 2020.

Establishes a $20 fee for taking a third or subsequent skills or road test after failing two consecutive tests in a specified vehicle class, effective July 1, 2020.

Establishes a $20 fee for failing to appear for a scheduled road test or canceling within 24 hours of the appointment, effective July 1, 2020.

Prohibits the Department of Public Safety from scheduling recurring time with driver education programs for administering class D road tests, effective upon final enactment.

Requires the Commissioner of Public Safety to submit a report by February 1, 2021 analyzing road test administration, success rates, scheduling issues, failure factors, geographic locations, and methods to improve operations, with $24,000 appropriated for implementation through June 30, 2021.
