Reduces MNsure's premium withhold percentage from 3.5 percent to 2 percent beginning January 1, 2021, with a cap of 25 percent of 2012 baseline funds collected under section 62E.11, subdivision 6.

Maintains 3.5 percent premium withhold through December 31, 2020, capped at 100 percent of 2012 baseline funds for the 2016-2020 period.

Requires health carriers to account for the 2021 premium withhold reduction when setting rates for individual and small group health and dental plans sold through MNsure.

Protects interagency agreements between MNsure and the Department of Human Services from modification due to premium withhold percentage changes and prohibits additional funding transfers from the Department of Human Services resulting from such changes.
