Prohibits school boards from charging fees for graduation caps, gowns, diplomas, and attendance or participation in graduation ceremonies or mandatory school-sponsored events related to graduation, effective for the 2019-2020 school year and later.

Expands existing fee prohibitions to include any specific form of dress necessary for educational programs and clarifies that boards cannot charge for required instructional courses and educational programs.

Allows school boards to charge replacement fees only for textbooks, workbooks, and library books that are lost or destroyed by students, with annual notice required to parents and students.

Requires all school districts to report all fees they charge to the commissioner of education by October 1, 2019.

Requires the commissioner of education to submit a comprehensive report to the legislature by February 1, 2020, including average district fees per student, total fees disaggregated by category, and accommodations provided for students qualifying for free or reduced-price lunch.
