Increases the distribution factor for town aid from 0.0045 to 0.009 starting in 2021, effectively doubling the aid calculation multiplier.

Raises the total annual appropriation cap for town aid from $10,000,000 (through 2020) to $20,000,000 for 2021 and thereafter.

Town aid distributions are calculated using agricultural property factor, town area factor (capped at 50,000 acres), and population factor, with total aid reduced proportionately if it exceeds the spending limit.

Removes the previous language limiting eligibility to "2014 and thereafter" to make the distribution formula apply to all towns going forward.
