Pharmacy benefit managers and health carriers cannot require enrollees to pay more than the lesser of: applicable co-payment, allowable claim amount, uninsured cash price, or net price of the prescription drug at point of sale.

"Net price" is defined as the pharmacy benefit manager's or health carrier's cost for a prescription drug after applying any rebates or discounts received from or accrued to them from drug manufacturers.

The provision applies to health plans offered, issued, or renewed on or after January 1, 2021.
