Prohibits pharmacy benefit managers and health carriers from using contracts to restrict pharmacies or pharmacists from disclosing health care information to enrollees, including treatment nature, risks, alternatives, utilization review decisions, and financial incentive structures.

Requires pharmacies to provide enrollees with total cost information for prescription drugs, including co-payment amounts, the pharmacy's usual and customary price, acquisition cost, and reimbursement amount from the pharmacy benefit manager or health carrier.

Prohibits pharmacy benefit managers from restricting pharmacists or pharmacies from discussing reimbursement amounts with health carriers, including the amount paid or reimbursed for prescriptions and the pharmacy's acquisition costs.

Prohibits pharmacy benefit managers and health carriers from restricting pharmacies from discussing therapeutically equivalent alternative drugs or alternative purchasing methods, including out-of-pocket payments at the pharmacy's usual and customary price when less expensive than the enrollee's plan cost.
