Modifies the definition of "parent" to require notification of one parent (instead of both parents when both are living) if the other parent cannot be located through reasonably diligent effort.

Adds guardian or conservator as an alternative to parental notification if the pregnant woman has one.

Creates a judicial bypass procedure allowing a pregnant woman to petition a court for authorization to obtain an abortion without parental notification if she is deemed mature and capable of informed consent, or if the court determines the abortion is in her best interests.

Requires courts to conduct confidential proceedings with priority scheduling, provide written factual findings and legal conclusions, appoint counsel upon request, and maintain a record of evidence.

Establishes expedited confidential appeal rights for women denied authorization, with no filing fees and 24-hour daily court access available.
