School districts must permit youth development organizations to distribute informational literature and promotional materials to students during school hours to inform parents about participation opportunities.

Youth development organizations must have state or nationwide presence with primary focus on civic education, leadership opportunities, and community well-being; excludes groups that advocate or practice hatred, hostility, or violence toward protected groups.

Organizations must provide written notice to the school superintendent at least one week in advance, including a copy of materials to be distributed.

Organizations are responsible for all direct costs of preparing and distributing materials and cannot be assessed fees for access to school facilities.

Effective date is August 1, 2020.
